As universities worldwide embrace internationalization, the adoption of English-medium instruction (EMI) has surged in non-English speaking countries. In Kazakhstan, the momentum behind EMI in higher education institutions (HEIs) is driven by various governmental initiatives.However, the top-down nature of EMI policy, coupled with its ambiguous articulation at the national level, has led to diverse interpretations and enactment practices across institutions. While this study investigates both the interpretation and enactment of EMI policy within two distinct Kazakhstani HEIs—a state and a national university—across different levels of governance and practice, this presentation will focus exclusively on the aspect of interpretation. By concentrating on how the policy is interpreted by various stakeholders, the presentation aims to facilitate a thorough and deep discussion of these findings within the broader context of higher education policy.
