Title: “Dealing with Emergencies and Crises: Decision-making in Complex Systems”

Synopsis: Emergencies and crises create an extraordinarily difficult set of challenges for public managers and policymakers as they are legally responsible for the protection of life, property, and continuity of operations in their respective communities. Yet, they are suddenly confronted with situations they have never encountered before. The presentation highlights how public managers can assess the situation, identify resources available to them, formulate a strategy of action to bring the situation under control and make informed decisions under the urgency and stress of emergencies and crises.

BIO: Dr. Naim Kapucu is Pegasus Professor of public administration and policy and former director of the School of Public Administration at the University of Central Florida (UCF). He is also joint faculty with the School of Politics, Security, and International Affairs and the Center for Resilient, Intelligent and Sustainable Energy Systems. He is elected fellow of National Academy of Public Administration. Dr. Kapucu received Fulbright Distinguished Chair Award in Democratic Resilience jointly hosted by Flinders University and Carnegie Mellon University Australia. Dr. Kapucu received his Ph.D. in Public and International Affairs from the Graduate School of Public and International Affairs of the University of Pittsburgh. He currently serves as Associate Dean of Research and Innovation at the College of Community Innovation and Education at UCF.
