About the Speaker

Dr. Grichawat Lowatcharin is Assistant Professor of Public Administration and Associate Dean at the College of Local Administration, Khon Kaen University, Thailand.

His research interests include local governance, decentralization, fiscal federalism, intergovernmental relations, public participation, and transparency. Dr. Lowatcharin’s work has been published in several peer-reviewed journals such as the International Journal of Public Sector Management, Australian Journal of Public Administration, Asia-Pacific Social Science Review, Journal of Public Affairs, The Social Science Journal, and State and Local Government Review.

He is also the co-author of chapters in the Routledge Handbook of Contemporary Thailand (2020) and the Routledge Handbook of Comparative Rural Policy (2020). In recognition of his academic contributions, he was awarded the Outstanding Young Researcher Award by Khon Kaen University in 2019.

About the Talk

This seminar will explore how Provincial Administration Organizations (PAOs) in Thailand can enhance hotel fee collection through the use of big data analytics. Dr. Lowatcharin will discuss the opportunities and challenges associated with adopting data-driven tools to improve local revenue generation, transparency, and fiscal autonomy. The presentation will highlight real-world applications and lessons learned, offering valuable insights for public administrators, policymakers, and researchers interested in local governance and digital innovation.
